Job Description

The Development Director (DD) will lead the planning and entitlement of a large, mixed-use redevelopment project in San Francisco, managing an internal and external (consultants) team. The project presents a unique opportunity to develop an innovative vision for dense, infill housing surrounding an established retail property that would serve as a model for similar properties around the country as well as establish a framework that could be utilized for additional similar properties. This is an excellent opportunity working in a dynamic office on a dynamic, urban infill, mixed use project in a unique area of San Francisco and it merits finding someone with the commensurate vision, enthusiasm, experience and proven record of getting it done.

The DD will be directly responsible for:

• Developing the strategy for obtaining project approvals, including political, community engagement, public benefits (Development Agreement), land use approvals path, etc.;
• Assembling the consultant team in its entirety (urban design, planning, legal, environmental review, community engagement, etc.) needed to successfully obtain project approvals;
• Lead and summarize research and site opportunity/constraints analysis and collaboratively lead development of a vision for the future site focused on the customer/end user;
• Managing a unique and effective community engagement process to support the entitlement effort, which will include managing public/government relations, lobbyists and on-site asset management staff in a coordinated effort (potentially including on-site activations);
• Working collaboratively with other MUD team members (retail, multifamily/residential, infrastructure) to develop the land use and urban design framework for the redevelopment project;
• Work collaboratively with other MUD team members to manage the financial underwriting of the redevelopment project;
• Lead negotiation of project approvals documents (Development Agreement, Special Use District, etc.) with relevant City agencies;
• Manage the environmental review supporting project approvals, including the CEQA consultant team and navigating the process with the Planning Dept;
• Develop and manage budget for obtaining project approvals;
• Lead preparation of necessary documentation to obtain necessary authorizations from investment committees.

Specific skills and characteristics that are essential to a successful candidate for this position include:

• Experience successfully navigating land use and development policy issues and entitlement of large real estate projects in San Francisco, including negotiating with the myriad of public agencies involved (OEWD, Planning, SFPUC, SFDPW, Board of Supervisors, etc.).
• Proven track record managing a community engagement process associated with land use policy and real estate entitlements, including effectively representing the specific project(s) and client(s). Ability to develop and implement a community engagement strategy leading to entitlement of large master planned redevelopment project.
• Strong understanding of land use, master planning and real estate development concepts. Ability to manage consultant design team and internal development team members.
• Experience with environmental review of development projects (CEQA).
• Exceptional project management skills: managing internal staff team, extensive consultant teams; developing, managing and tracking large project budgets.
• Strong critical thinking skills and excellent quantitative and qualitative analysis, evaluation and research skills. Examples include understanding of financial pro formas, transportation analysis and program development, analysis of optimal affordable housing strategies relative to financial and land use program, etc.
• Superior project management skills: organized, efficient, able to effectively manage and coordinate a team of staff and consultants; exercise judgment in prioritizing needs; manage relationships with a wide variety of partners and stakeholders while at the same time driving the project forward.
• Ability to work in a self-directed fashion: while the position will have support, guidance and mentoring within the organization, the role requires someone who has the critical thinking skills, judgment, confidence and proactive approach to take a project assignment and run with it.
• Excellent writing/communication skills: the candidate is expected to have the writing/communication skills to be the lead and final editor of key entitlement documents, such as the environmental review and design guidelines documents.

Education

• MBA, Master’s in Real Estate, Urban Planning or Public Policy or equivalent experience.

Experience

• Minimum of 8 years of experience in land use policy and project entitlements, public/private partnerships, and/or real estate development of mixed-use land/properties for multi-family residential, retail, office and other commercial real estate.
• Experience negotiating and obtaining entitlements.
• Positive outlook with demonstrated ability to lead.
• High sense of urgency and ability to work independently.
• Demonstrated ability to manage multiple projects concurrently and prioritize in a fast-paced environment.
• Data-oriented and have strong ability to interpret and synthesize data, making recommendations to drive business decisions.
• Critical thinker; exceptional analytical and problem solving skills. • Great attention to detail and work well under pressure.
• Comfort with presenting to senior leadership and working in cross-functional teams; has proven ability to influence across the organization at multiple levels.
• Strong verbal and written communication skills.
• Advanced knowledge of Microsoft Office.
