Job Description
These are positions supporting the Department of State, Bureau of Overseas Building Operations (OBO), Office of Real Estate Acquisitions and Disposals. OBO manages over 20,000 properties in over 170 countries with a replacement value of more than $100 billion. As any large owner of international real estate, we are continually buying, selling, and repositioning our properties to better advance our diplomatic mission and to provide safe, secure and functional facilities for U.S. diplomats in our overseas facilities. We also have robust new construction and rehabilitation programs that have traditionally received over $1 billion in funding per year. We are currently managing over 150 real estate transactions worldwide with a value of more than $2 billion. The Planning and Real Estate group has also won seven (7) national awards in the areas of Asset Management, Public Projects, Master Plans, and Best Practices. You will be the real estate professional and lead negotiator assigned to manage the sale, purchase, redevelopment, and decommissioning of the Department’s diplomatic property overseas. Your responsibilities will include transaction-related tasks associated with the responsibilities of the Office, to include the following specific duties: Duties:
- Entering into negotiations on price and terms with foreign government representatives and private property owners of overseas real property for the acquisition of U. S. diplomatic missions;
- Developing, collecting and analyzing market data, property details, valuations, inspections, legal opinions, and information on local real estate and business practices in advance of all proposed transactions;
- Drafting language for official USG diplomatic notes to foreign governments dealing with property issues, property rights, reciprocity issues, and the payment of property taxes and government service fees;
- Conceptualizing agreements for complex international real estate acquisitions involving multiple U. S. agency occupants, unique diplomatic physical, and technical security issues, and government-to-government reciprocity agreements and issues;
- Participating as a key player on project teams from other disciplines on projects involving property searches, survey and evaluations, and contract negotiations; translating the concerns and requirements of multi-disciplinary technical teams into contract conditions or contingencies during contract negotiations, resulting in effective acquisition agreements that protect USG interests;
- Developing comprehensive documentation, reports, and position papers on complex or controversial international property issues for use by other agencies and senior Departmental officials;
- Bringing transactions to closing after all due diligence transactions are completed, including Congressional approval, host government approvals, and municipal approvals and
- Developing strategic plans for New Embassy Compound site acquisitions, including evaluation of redevelopment options, alternative solutions, and follow-on real estate actions
