POSITION: DIRECTOR OF COMMUNITY DEVELOPMENT
SALARY: $105,934-$137,712
JOB OBJECTIVE:
Under direction of the Executive Director and Chief Operating Officer, the Director of Community Development will plan and administer the federally subsidized Community Development, Economic Development, and Disaster Relief programs; oversee the monitoring and evaluation of the programs ensuring agency and local goals are met; and do related work as required.
REQUIREMENTS:
Master’s degree in Urban Planning, Public Policy, Political Science, Juris Doctorate or a related area plus ten (10) years of professional experience in community development or planning with knowledge of Housing and Urban Development (HUD) programs. Legal compliance experience with Public Policy and Procedures is preferred.

ESSENTIAL FUNCTIONS:
- Plans and directs the activities of the Community Development Department;
- Develops and presents proposals to the Executive Director and thereafter the MDHA Board of Commissioners;
- Anticipates and resolves issues and/or problems in community development projects;
- Works with and maintains close working relationships with nonprofit organizations, public and private organizations involved in the department’s programs and activities;
- Communicates and works with Metro Council members and other elected or appointed officials in Davidson County after consultation with Executive Director and Deputy Executive Director;
- Develops a harmonious relationship with HUD staff;
- Directs the preparation of the Consolidated Plan for Housing and Community Development for Nashville and Davidson County; directs the preparation of the supporting Annual Plans of the Consolidated Plan
- Produces and manages the department’s budget;
- Oversees and ensures proper and accurate reporting of the agency’s Community Development programs as required by local, state and federal agencies ensuring funds received are expended in a timely manner meeting assigned deadlines and in compliance with program regulations;
- Provides adequate public notice/meetings as may be required for the department’s activities and programs;
- Utilizes social media and other web technologies to accomplish department goals;
- Performs other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Maintains knowledge of all federal rules and regulations relating to programs and activities of the Community Development Department; knowledge of current federal and local housing standards, loan programs, and other financing programs; maintains knowledge of federal program reporting requirements including extensive knowledge of HUD’s IDIS reporting system; ability to plan, delegate, coordinate and supervise work of professional and technical employees; ability to communicate effectively both orally and in writing; willingness and mental and physical ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech and hearing and powers of observation; other physical duties as required.
LICENSES REQUIRED:
Valid Tennessee driver’s license.
