Responsibilities

As an Assistant Land Development Manager with Hines, you will act as the Owner's representative, manage all activities associated with the construction of Master Planned Communities while administering the project schedule and budget. Responsibilities include, but are not limited to:
  • Coordinate and facilitate construction activities, within Master Planned Communities, related to single family lot development and single-family rental projects. Construction responsibilities include lots, streets, utilities, drainage and detention, hardscape, softscape/landscape, amenities, etc.
  • Manage consultants to deliver approved construction plans. Consultants include land planners, engineers, landscape architects, etc.
  • Manage land development schedules and budgets, as well as monitor and manage the progress of development contractors
  • Inform development group and ownership of construction status
  • Prepare cost estimates and budget updates
  • Review working drawings related to developments and public utilities, as well as house plans, drawings, and elevations from the builders in the developments. Approve builder elevations and plans
  • Administer change order procedures and contractor progress payments
  • Control documentation and historical data regarding construction
  • Serve as HOA board member on all active projects until homeowner transitions. Responsibilities include general HOA management activities, architectural and residential approvals, creation of organizational documents, creation of annual HOA budget, handling resident communications and attendance of all HOA meetings
  • Have a working knowledge of public infrastructure including MUDs, PIDs, and other related infrastructure vehicles, and have working knowledge on MUD formation as well as experience with MUD eligible costs and reimbursements
  • Coordinate with all utility providers within developments to ensure that utilities such as cable, gas, power, etc. are delivered to the community in timely fashion
  • Encourages a safe working environment and reviews all required OSHA and Worker's Compensation safety and accident reports with the General Contractor


Qualifications

Minimum Requirements include:
  • Bachelor's degree from an accredited institution, preferably in construction science, engineering, or related field
  • Two or more years’ direct land development or land development civil engineering experience
  • Demonstrate understanding and successful application of general construction terminology and processes
  • Read and interpret construction related manuals, research/instructional reports, safety rules, and methods and procedures in mechanical drawing and layout work
  • Read and interpret detailed construction drawings and specifications and communicate findings with team
  • Negotiate and interpret the intent of contract documents and mediate disputes as needed
  • Analyze and interpret various types of data in order to draw conclusions and solve problems
  • Interact with employees, visitors, builders, homeowners and contractors with poise and diplomacy
  • Maintain a calm demeanor in emergencies
  • Compose business letters, expositions, summaries, and reports, using proper format, punctuation, grammar,
    diction and style
  • Speak before an audience with confidence, using appropriate communication skills/style
  • Demonstrate strong initiative
  • Establish and maintain a cooperative working atmosphere among staff and contractors
  • Exchange ideas, information, and opinions with others to formulate policies and programs and/or arrive jointly at
    decisions, conclusions, or solutions
  • Perform numerical and financial calculations including calculating surfaces, volumes, weights and measures
  • Demonstrate proficiency in Microsoft Office software including Excel, MS project, PowerPoint, and scheduling software
