Job Description
- Integrate real estate development activities into corporate systems for tracking and ongoing operations.
- Engage and manage third-party contractors with supporting real estate development activities, including land acquisition and legal.
- Lead efforts to standardized key real estate contracts to support development and due diligence.
- Under limited supervision, upholds the integrity of real estate portfolio data for large, complex portfolio of clients.
- Acts as a team lead including providing workflow direction to co-workers and providing oversight for landlord accounts. Ensures data integrity and accuracy by performing quality control review of work completed by team members.
- Provide authoritative guidance to senior level officials and contractors on the delivery of high quality goods and services; implementing, evaluating, and administering the full range of pre-award and post-award activities utilizing various types of contracts associated with the acquisition of a range of complex and specialized goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures; and reviewed contracts and acquisitions program activities in order to develop guidance material on contracting and procurement items.
- Provides high-level administrative and technical support services related to County-owned real estate and priority projects involving the use, acquisition or disposition of County land, and special projects;
- Coordinates the facilitation and execution of County conveyance and land use related contracts;
- Prepares requisitions for real property services (e.g. survey services, appraisals, training, etc.);
- Leads in the marketing, sales and other methods of real property conveyance of County-owned property;
- Supervises the development and portfolio management of real property leases, inventory and related space utilization and space fit outs;
- Coordinates the use and development of County land resources with internal/external agencies, as well as private entities requiring County-owned sites for critical impact projects;
- Prepares and coordinates leases, ground leases, rights of way, land licenses, rights of entry and easement documents approval;
- Participates in site visits, internal and external meetings to discuss land use objectives in the determination of County needs;
- Participates as a key member on project teams, and supports teams of professionals from multiple disciplines on projects involving real property searches, survey, valuations and evaluations, and contract negotiations;
- Prepares, collects, and analyzes market data, property details, valuations, inspections, legal opinions, and information on local real estate and business practices in advance of all proposed transactions; and prepares action and information memoranda for the ultimate approval of the Administrator, Land Acquisition and Real Property Division, and other key Agency officials discussing or recommending specific courses of action for the utilization of real property;
- Maintains support from and guides in securing local real estate brokerage, consulting and legal services; and leveraging private-sector expertise to support real property transactions;
- Prepares, processes, and reconciles AR & AP transactions to ensure accurate and current lease information is maintained. Acts as lead for lease administration team;
- Leads and oversees the acquisition of real property required for County projects or client agencies mission requirements.
- Performs work related to long- and short-range planning by identifying space and property needs, analyzing alternative strategies for meeting those needs, and recommending appropriate methods of acquisition, including developing comprehensive plans.
- Conducts analysis of all leasing costs and develops associated phasing plans, budget plans, and schedules.
- Considers established priorities, program goals, and performance indicators in performing duties, and reports on transaction status and results in support of all reporting requirements, and
- Willingly performs other critical tasks and duties assigned, which may not be specifically listed in the position description; however, they are within the general occupational category and responsibility level typically associated with the employee's class of work.
- Graduation from an accredited college or university with a Bachelor's Degree in Real Estate, Business Administration, Marketing, Public Administration or a related field
- Three (3) years of progressively responsible experience in property management; an equivalent combination of education and experience which provides the knowledges, skills and abilities necessary to perform the duties of this position.
- Experience providing guidance to senior level officials and contractors on the delivery of high quality goods and services.
- Skills in implementing, evaluating, and administering the full range of pre-award and post-award activities utilizing various types of contracts associated with the acquisition of a range of complex and specialized goods and services assuring that all activities performed are in compliance with applicable procurement regulations and procedures.
- Experience reviewing contracts and acquisitions program activities in order to develop guidance material on contracting and procurement items.
- Expert judgment in determining the effects of social, ecological, economic, political, and financial trends in dynamic real property markets.
- A Master's degree in Public or Business Administration, Finance, Policy, or related field plus seven (7) years of responsible/direct experience in governmental activities; or equivalent combination of education and experience; or obtained a Juris Doctor (JD) degree from an accredited U.S. law school, hold an active license to practice in at least one U.S. jurisdiction.
