THE OPPORTUNITY

We seek an experienced housing developer looking to invest their skills and knowledge to serve people struggling with the Los Angeles region’s housing affordability crisis. This is an opportunity to help build a dynamic, start-up organization. The Senior Project Manager (SPM) will work closely with the Executive Director to explore and implement a variety of strategies for building residential communities affordable to a range of populations and incomes. The SPM will be a thought partner to organization leadership and play a central role in evaluating project feasibility, determining program, and executing on projects.

Our Lady Queen of Angels Housing Alliance (Alliance) provides stable, affordable, and sustainable housing solutions for individuals and families. We seek to foster wellness and dignity for all people by creating secure and affordable homes.  Inspired by successful Catholic programs in other cities and the mission to provide for those in need, the Alliance collaborates with the Los Angeles Catholic Archdiocese and other partners to transform underutilized property into housing that is affordable. We serve as both real estate developer and partner to actively expand housing options for Angelenos struggling with extreme costs.

 

JOB RESPONSIBILITIES

  • Manage all aspects of the multi-family rental housing development process, including feasibility analysis, acquisition, financing, design development, entitlements, stakeholder engagement, hiring and managing consultants, construction oversight, and transition to permanent financing and operations.
  • Stakeholder Engagement: Engage and collaborate with varied stakeholder partners, such as the Archdiocese, parishes, elected officials, neighborhood organizations, service partners, specific tenant populations, and others. Make public presentations.
  • Financing: Prepare financial models to analyze and structure project financing. Expand technical understanding of varied products and structures, outside of traditional affordable housing financing, for financing lower- and moderate-income housing. Structure deal points and negotiate with financial partners. Prepare financing applications and support preparation of grant applications. Oversee closing process.
  • Project Management: Prepare and maintain project budgets. Prepare and manage project schedules, anticipating tasks and critical path.
  • Project Team: Build and maintain positive and effective relationships with project partners, including lenders, investors, and consultants. Identify and engage consultants. Manage their services to support on-time, on-budget, and high-quality deliverables.
  • Entitlements & Building Design: Collaborate with architects, engineers, and other consultants to design residential communities that meet target tenant needs. Lead research to enhance organizational knowledge of target population needs and design consequences. Manage entitlement approval process.
  • Construction Oversight: Monitor construction, manage payment applications and oversee change orders requests.
  • Feasibility Analysis: Evaluate new project feasibility, including financing, building design options, planning entitlements and stakeholder support.
  • Build organizational knowledge around: building, financing, and operating mixed-income rental housing that serves lower- and moderate-income households, and challenges and opportunities for developing on land owned by Catholic institutions.
  • Manage multiple projects concurrently.
  • Support the Executive Director in building the infrastructure of the organization, including establishing organizational processes and standards for its real estate activities.
  • Work with the Executive Director to report to the Board of Directors on the progress of projects and to request approval of new projects.
  • Serve as an articulate, visible, and effective spokesperson for the organization and its projects.
  • Assume responsibility for other projects and duties as needed.
  • Potentially supervise junior staff.

EDUCATION & EXPERIENCE

  • Minimum of a bachelor’s degree.
  • Seven years of experience in real estate/housing development and/or finance.
  • Master’s degree in a relevant field, such as urban planning, law, architecture, economics, finance, real estate, or business, is highly desirable and may substitute for up to two years of experience.

 

REQUIRED COMPETENCIES

  • Experienced and technically proficient in all aspects of housing development, including finance, entitlement and design, construction, lease-up and operations.
  • Able to communicate clearly both verbally and in writing; ability to listen and foster collaboration.
  • Able to analyze complex data, perform sophisticated analysis, creatively problem-solve, and make informed recommendations and decisions.
  • A passion for the mission of providing affordable homes that offer all Angelenos stability and the opportunity to thrive.
  • Well organized and able to manage multiple, complex projects simultaneously.
  • Able to work independently AND collaboratively, fostering a team among consultants, funders, and colleagues.
  • Thorough knowledge and experience with the Microsoft Office suite of software, in particular Excel, Word, and PowerPoint.

 

COMPENSATION & BENEFITS

Competitive salary range - $140,000 to $170,000, depending on skills, knowledge, and experience, - and robust benefits package, including:
