The Public Services Director is responsible for leading the overall management of the Facilities Department and through the coordination of staff and contractors for the management, operations, maintenance, repairs, and capital improvements of the County’s buildings and building systems, parking, bridges, wastewater, and parks & trails facilities.

Chester County is seeking an authentic leader, with demonstrated experience in managing building operations, systems maintenance, and capital projects, with strengths in mechanical, electrical, plumbing, elevator, and HVAC building systems, an understanding of trades work and codes, and proven abilities in staff management and organizational administration to become their Public Services Director. The ideal candidate will have a background in bid specification development, procurement and contracting, and management of both internal staff and contractors to perform building construction, renovation, maintenance, and repairs of County facilities. Advanced knowledge of building energy and performance efficiency, LEED and green building technologies, techniques, equipment, and industry standards are also strongly desired.

The position requires a Master’s degree and ten (10) years (five (5) of which should include general management experience) of demonstrated progressively responsible job-related experience related to engineering, needs assessments, design and construction, renovation, operations, preventative maintenance, and/or management of various types of buildings and building systems, and/or other facilities such as bridges, parking and wastewater facilities, and parks and trails. Knowledge of mechanical, electrical, plumbing, elevator, and HVAC building systems, trades work, and codes and experience in managing staff and project teams is also desired. Preferred candidates will possess demonstrated progressively responsible experience in building facilities, construction, preventative maintenance, parks & trails, and/or other associated functional work areas performed by the Facilities Department.

Candidates possessing an equivalent combination of education and training may also be considered. The selected candidate must possess or be able to obtain and maintain a valid driver’s license throughout their tenure.
