Job Description
Metro’s General Services Department is there to make sure the rest of government works. From ensuring that our city’s vehicles run safely and smoothly, to keeping city buildings up to par to providing printing services and more, General Services is the support that allows other Metro departments to focus and achieve their missions.
The General Services Director directs and performs administrative and supervisory duties involved in overseeing all administrative activities of the Department of General Services, including the divisions of design and construction, fleet management, sustainability, building operations, and administration. Receives general direction from the Mayor and Chief Operating Officers who inform General Services Director of overall goals for Metropolitan Government and the role of General Services Department in meeting those goals. Serves as a member of the mayor’s leadership team.

Salary: $152,800.10 - $229,200.14 Annually
Typical Duties:
Directs all activities in the department:
Develops short and long-range goals.
Prepares or directs preparation of administrative reports.
Develops departmental policies, procedures, rules, regulations, and work methods.
Develops and manages the department budget and capital budgets.
Evaluates operating procedures and makes recommendations for improvement.
Evaluates staff procedures on a continuous basis and implements improvements where necessary.
Interprets rules, policies, and procedures for staff members.
Directs maintenance and repair of buildings, facilities, and grounds.
Directs all stages of capital construction projects.
Integrates energy saving sustainability initiatives and manages outreach and education program.
Leads Metro alternative fuel and renewable energy initiatives.
Directs initiatives to reduce energy, waste, and greenhouse gas emissions.
Ensures ADA compliance in Metropolitan Government facilities.
Oversees operation of the central motor pool.
Maintains a fleet of automotive equipment for use by departments and agencies of Metropolitan Government.
Organizes and directs central printing operations.
Administers central inter-departmental mail services.
Oversees telephone services for Metropolitan Government.
Coordinates assignment and relocation of spaces in public buildings and parking facilities.
Coordinates and collaborates with other Metro departments/agencies on public property and real estate management activities.
Directs management and reporting of performance metrics to support data-based decision making.
Develops development and management of procurement documents and contracts, incorporating best industry and government practices.
Administers personnel policies.
Coordinates the selection of new employees.
Oversees training of employees.
Evaluates employee performance.
Counsels with and disciplines employees as needed.
Assigns and reviews work.
Approves leave requests.
Confers with the Mayor, members of Council, and other officials and administrators concerning activities and services of the Department of General Services.
Minimum Qualifications:
Bachelor's Degree from an accredited college or university and eight (8) years of managerial and administrative experience in related field.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities:
- Post graduate degree in leadership, public administration, or a related field
- 5 or more years supervisory experience overseeing complex operations
- Accredited through American Institute of Architects (AIA); Certified Energy Manager (CEM); Professional Energy Manager (PEM); or related organizations
- Ability to prepare financial reports and analyses, prepare, and review economic feasibility studies, and provide recommendations
- Knowledge of fleet management, construction management, building operations, energy management, sustainability programs and practices, or space utilization management
- Experience leading a large organization with various programs and functions
